Head, Corporate, Tax, Construction and Special Projects


Bernard U. Cobarrubias (BUC) heads the Corporate, Tax, and Special Projects Group.

He brings 20 years of expertise and insights in tax and corporate work, having advised local conglomerates and global companies on tax compliance, cross-border transactions, corporate structuring, and mergers and acquisitions. Before joining the firm, BUC was based in Singapore and Vietnam for 10 years, during which he also worked on Myanmar, Cambodia, Laos, and Thailand matters.

BUC was a Senior Director for the global consulting giant, Ernst and Young. He then served as Regional Tax Director of an international law firm catering to emerging markets in Southeast Asia. 

In Libra Law, BUC guides clients in managing business risks and enhancing revenues through sound corporate structure, proper corporate house-keeping, with emphasis on tax management and compliance. BUC also assists LIBRA’s PPP Group in structuring and managing transactions, supporting the Group in tax management, competition law compliance, financial close, and sound design of special purpose corporations. He is Managing Editor of the Integrated Bar of the Philippine Law Journal.

BUC graduated from the University of the Philippines with degrees in Journalism and Law. He was Editor in Chief of both the Philippine Collegian, the official student publication of UP and the Philippine Law Journal, the academic journal of the UP College of Law.
