Alexis F. Medina (AFM) is the deputy managing partner and head of the PPP Group, which advises local and global conglomerates involved in projects and transactions, such as reclamation, land development, rail, waste-to-energy, tollway, river rehabilitation.
AFM counsels leading infrastructure firms on compliance with Philippine construction regulations. He also advises PPP proponents on risk mitigation, drawing from more than 14 years of litigation experience.
Prior to joining Libra Law, AFM was engaged in extensive litigation, handling cases for leading corporations and high-profile individuals. He appeared before various courts and administrative agencies as head legal counsel of a Makati-based real estate group and as associate in a leading Philippine law firm.
AFM served in the Department of Finance (DOF), heading the legal department of a DOF bureau. He was Project Manager in the Department’s Revenue Agency Modernization and was tapped as Director of Legal Services. He represented the Philippines in the 2014 Legal Review of the Trade Facilitation Agreement held in the World Trade Organization headquarters in Geneva, Switzerland and the Senior Officers Meeting at the 2015 Asia Pacific Economic Cooperation (APEC).
He obtained his Bachelor of Arts in Political Science at the University of the Philippines (U.P.) Diliman in 1988. In the same year, he entered the U.P. College of Law, landing in the Dean’s List (Order of the Purple Feather) for two consecutive years. He also served as Associate and Managing Editor of the Philippine Collegian.
In his third year, he deferred law studies to establish and manage his own business. After a few years, he resumed and finished his law studies in San Sebastian College-Recoletos Manila, where he graduated class valedictorian, earning multiple awards for academic excellence.
AFM also teaches Constitutional Law at San Sebastian College-Recoletos Manila and Polytechnic University of the Philippines in Manila.
