Michael Arthur C. Sagcal

Special Counsel for Transportation Infrastructure


Michael Arthur C. Sagcal (MAS) is a Special Counsel of the PPP Group specializing on transportation infrastructure.

He is a PPP specialist and a former transportation official with more than nine years of experience in advising and managing government projects and transactions.

MAS serves as special counsel of PPP Group in developing infrastructure projects such as rails, bridges, tollways, and land reclamation. He also heads Libra Konsult Inc., a technical advisory group on PPP projects.

Prior to joining Libra Law, MAS rendered advisory services to the Philippine government in structuring PPP projects, being part of the PPP Center’s Panel of Transaction Advisors (2011 to 2012) under the Deloitte Touche Tohmatsu and Rebel Group consortiums. He helped advise a variety of projects, such as the Mactan-Cebu International Airport, New Bohol International Airport, Laguindingan Airport, LRT-MRT Automatic Fare Collection System, and New Philippine Orthopedic Hospital.

In 2012, MAS joined the Department of Transportation as Spokesperson and Head of Strategic Communications. As such, he worked with foreign and local government bodies and donor organizations, business associations, and other stakeholders in building support for the administration’s transportation policies.

His private law practice experience includes assisting the National Renewable Energy Board in formulating the country’s landmark Feed-In Tariff Rules, as well as rendering legal due diligence and advisory services for both buy-side and sell-side M&A deals in the electricity and water utility sectors.

He is also the Philippine Representative of the international project finance advisory group, Astris Finance and concurrently serves on the PPP Center’s Panel of Transaction Advisors under the CMS-Astris-CFP consortium.

He earned his Juris Doctor (2009) from the University of the Philippines, where he served as law and economics editor of the Philippine Law Journal. He received the Gonzalo Gonzales Award for Outstanding Law Intern and the Dean’s Prize for Best Paper in Environmental Law.

He graduated with a Bachelor of Fine Arts (2005) from U.P. Diliman and earned a Diploma in Corporate Finance (2014) from the Ateneo de Manila University.
