Senior Counsel, Public Private Partnership


Eileen Eleanor D. Adaza (EDA) is a Senior Counsel of the PPP Group.

EDA is a PPP expert with more than 20 years of extensive involvement in PPPs as an executive in the Philippine BOT Center (the predecessor of the PPP Center) and as a legal adviser for the private sector in a number of PPP projects. As such, she has the unique perspective of approaching PPP projects both from the government and private proponent sides.

At the BOT Center, EDA served as the first Director for Legal Affairs. Previously, she also served as Deputy Executive Director for Technical Support and Special Services Group, and Director of the Policy, Research and Legal Division of the BOT (PPP) Center. As such, she participated in developing and formulating policies on the Philippine PPP/BOT Program. As a leading executive of the BOT (PPP) Center, she networked and coordinated with government agencies, the legislature, the private sector and local government units to further and build consensus on the legislative and regulatory policy reform agenda for the PPP/BOT Program.

Prior to joining Libra Law, EDA has also acted as lawyer for leading corporations that have been proponents of PPP projects, where she focused on preparing construction contracts, joint venture agreements, and related contracts. As such, her specific field of expertise is crafting and review of PPP contracts.

As a PPP expert, EDA has participated in the Expert Group Meetings of the United Nations Commission on International Trade Law (UNCITRAL) on Privately Financed Infrastructure Projects, which was consulted by the UNCITRAL Secretariat on the formulation of an earlier or predecessor version of what is now the 2019 UNCITRAL Model Legislative provisions on Privately Financed Infrastructure Projects, the prevailing main international standard on legal best practices for PPP legislation.

EDA also brings more than 15 years of civil and administrative appellate litigation before courts and administrative agencies.

EDA earned her degrees in law and political science from the University of the Philippines.
