Senior Counsel


Maria Myren S. Solis-Garcia (MSG) is Senior Counsel of the Public Private Partnerships (PPP) Group.

Prior to joining Libra Law, MSG worked in the Public-Private Partnership (PPP) Center of the Philippines, where she concurrently served as Director (Officer-In-Charge) of the Legal Service office and Vice Chairperson of the Bids and Awards (BAC) Committee. Before becoming OIC Director, she was the Division Chief of the PPP Center’s Internal Operations Division.

Her work in the PPP Center covered all aspects of the PPP process, from the initial phases of procurement, screening proposals, verifying documents, and negotiating contracts up to the later phases of monitoring development, observing operations, and enforcing agreements, whether the project fell under the Build-Operate-Transfer Law, the Government Procurement Reform Act, or other PPP legal frameworks. A core part of her duties was rendering legal advice to assess and address disputes, litigation, and contract variations. MSG’s most salient contributions to the PPP legal framework in the Philippines are her assistance formulating the PPP Act and revising the Implementing Rules and Regulations (IRR) of the 2012 Build-Operate-Transfer (BOT) Law.

MSG is an APMG International Certified PPP Professional. She also holds a PPP Awareness Certificate (for passing the ESCAP E-Learning series on Public-Private Partnerships) from the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP).

From Kyushu University in Japan, MSG received a Master of Laws degree in International Economic Business Law and a diploma in the EU Studies Diploma. She also completed three Bachelor’s Degree: Law, Psychology, and Advertising Management.

She was admitted to the Philippine Bar in 2012.
